Sex offender accused of threatening teens

An Enid sex offender has been charged with felony assault with a dangerous weapon and four misdemeanors, facing four years to life in prison due to four previous felony convictions.

Kyle Lee Arter, 36, was arrested May 31 and was charged this month with assault with a dangerous weapon, according to court documents. He also was charged with four misdemeanors counts of threatening to perform an act of violence, possession of controlled dangerous substance, unlawful possession of drug paraphernalia and assault and battery.

Arter already has been convicted of four other felonies: second-degree burglary, second-degree rape, possession of another’s credit card and attempted robbery with an imitation firearm, according to court documents.

According to an affidavit filed in the case, Arter left St. Mary’s Regional Medical Center parking lot and nearly hit a group of teenagers on bikes in the 500 block of East Oklahoma. Arter displayed a vulgar gesture toward one of the teenagers and then turned around and drove toward them. Arter then got out of his vehicle, shoved one of the teens off a bicycle and threatened the group of teenagers with a pocket knife while stating “I would kill you all,” the teenagers said, according to the affidavit.

Officers were called to the area and saw Arter’s vehicle parked at Family Dollar, 102 W. Garriott, the affidavit sgates. Officers searched him while he was detained in handcuffs and found a dugout with a pipe that “contained and had the odor of burnt marijuana.” The officer asked Arter if he had a medical marijuana license and he stated no.

Arter was arraigned June 6 and is out on a $1,500 bond. He has a bond appearance scheduled for July 8, according to court documents.
